This is a fantastic, early advertising sign for 'Koffie Coop.' I believe that it is Belgian, and one would presume that the black woman pictured is from the Congo. There is a place for the price in Francs at the bottom. The sign is printed on cardboard and measures about 9.75" x 13". There is some light wear that you can see in the image.
