CH Armbruster (Democrat) ran for Ohio's 5th District Congressional Seat in 1940.  He was defeated by Cliff Clevenger.  

Reverse side has a cardboard insert naming maker as Universal Badge Company 3 School St Boston MA and has the Allied Printing Union Label Trades Council Boston.
