This is a stuffed toy my sister had as a child.  It has been stored in our attic for nearly 50 years.  It needs a good surface scrubbing.  I do not know what to use on it, so have not done it for fear of damaging it.  He features a rubber face, hands and shoes.  He has jingle bells on his suspenders, and a banana in his hand that can be inserted in his mouth.  All of the stitching appears to be good and strong yet, and would be a remarkable vintage collectible, as long as it gets cleaned up.  He measures 22" tall.
