Delicate feather headbands.  The blue hat has a tag inside that says Western Germany.  Some feathers on the end seem a little loose. There is an area that will need some regluing to reattach to the band.  The black hat feathers look to be fairly tight.  There may be something missing from one end on the black hat, possibly feathers missing. Could attach a cool brooch or jewel and will look good as new.
