You are bidding on surplus property from the State of Washington. Unless otherwise stated, all items are used and “as is, where is”. We receive over 150,000 pieces of surplus each year. Most of it comes to us without description. Operating condition is almost always unknown as is the completeness of the item. Because of this volume we do not check out any of the items but sell them “as is”. We try to answer as many questions as we can from prospective bidders but if the information is not in the listing, it is because we do not have it. Personal inspection is highly recommended for our property. If you choose not to inspect, you are doing so at your own risk and will still be responsible for following through if you are high bidder.
· Times All listings will end Mon - Thur in the evening. Most listings will run for 7 days. However, there are some of our higher volume items that will run for only 3 days, starting Monday and ending Thursday evening.

· Payment High bidder must make full payment to Surplus Programs, at the above location, within seven (7) calendar days after sale close. Payment can be made via: Cash, Cashiers Check, Money Order, Visa or Mastercard. We Do Not accept personal or business checks. Note: Cash payments are received at our Auburn location in person only. We do not accept cash payment through the mail. We will accept credit card payments over the phone - as we are unable to accept Paypal at this time. When making payment, be sure to include the auction item number. If the high bidder fails to pay, they automatically revoke all rights to the property. In addition, Surplus Programs will block them from participating in future auctions and list them as a “no pay” with eBay. If high bidder pays for but does not pick up their item(s) within seven (7) calendar days they will be charged an additional $25 per day, per listing. If item is left for more than 15 days, it will be relisted on the 16th day. The winning bidder will be banned from bidding with us in the future and no refunds will be given. Washington State residents pay sales tax on all items. A UBI reseller number is required for all Washington State businesses who wish to qualify for tax exemption.
· Shipping of Parcels Upon request, we will ship parcels (that meet the standard size requirements and have a shipping weight of under 150 lbs) to anywhere in the Contiguous US and Canada by ground shipment. For items with a shipping weight of less than 75 lbs, a chart of fees is listed below:

For parcels with a shipping weight between 70 and 150 lbs., cost will vary based on the item. This cost will be posted in the listing.
· Loading and Shipping of Palletized Items If an item exceeds the standard size requirements or the 150 lbs. shipping weight, then it will be considered a freight item. Please refer to the property location and zip code in the listing, and contact a local shipper of your choice for rates concerning palletized items. All shipping costs will be the responsibility of the high bidder. Please consider these costs when submitting your bid. A bill of lading will need to be faxed to Surplus Programs, at least 48 hours before shipper arrives to pick up the item, along with any applicable international paperwork for shipment to Canada. Loading assistance is provided at our Auburn location. We will band each freight item to a pallet and shrink wrap cardboard to the outside at a cost of $35. Freight items will be loaded by Surplus Programs’ staff and equipment as needed. We do not provide any other packaging for palletized items.
· Property Removal Unless otherwise permitted, the high bidder shall remove the property only during normal business hours (see above business hours). Should the high bidder elect to have another person pick up the property, a letter of authorization must be furnished to the satisfaction of Surplus Programs. All industrial type equipment used by successful bidders on Government property to load, unload, tow, repair, modify, etc., must meet Occupational, Safety, and Health Administration Standards.
