It consists of 4 layers.The under layer is smooth polyester lining for separating the tulles from scratching your sensitive leg skin. The top 3 layers are ruched stiff tulle attached to the lining for added fullness.The first stiff tulle layer starts approx.4" down the waist and the 2nd tulle layer approx. 11" down the waist and the 3rd tulle layer approx.17" down the waist. Flat withdraw string fits various type of waistline invisibly without any bunching-around.
