Description:

 This appears to be the Model No. 46 Keystone Toy Steam Shovel OR a BUDDY L 220 Steam Shovel.

There are no stickers or markings to steer me either way

I have seen some people report these as ride-ons.

Measures 24" length and almost 7 " wide and about 13" high

Appears it MAY be the original cord on the shovel

Still swivels and crank still works

High degree of paint loss.

Some of the tines appears to be bent.

Needs a little TLC.... :)
