This was my dads engine.  Nelson Brothers,Saginaw Mich.  1 3/4 HP  Serial # VB. 1534   Behind the ignitor coil / fly wheel - ID tag WICO FGS 003481 WICO ELECTRONICS Co.  I am not up to speed on the identification of this engine.  It does have external top rocker valves, a good operating kick starter, turns free,  it does run, compression good, spark good.  This model does not need a battery or buzz coil.  I did not hook up the gas line- just a quick spray of starting fluid, one step on the kick starter and it putts along fine.  It appears that someone did a spray paint job a long time ago as the ID tags were painted over.   The shipping UPS ground @ 65 lbs averages about $45.00  I will adjust the shipping more or less depending on where you live.  I never inflate shipping or add handleing charges.  You will pay just what the exact rate is, nothing more.
