Antique Silver Swan Ring Holder - Embossed Silver Tray

This is an old silver swan sitting on an embossed silver tray.  The swan is permanently affixed to the tray.  This measures 4 inches high x 3 1/2 inches long x 2 1/2 inches wide, there is a circle of blue felt on the base.  I cannot see any markings on it anywhere.  This is a very nice little collectible, I do not know the year of this item or any other details.
