Graduated from Centre College, Danville, Ky., in 1848, and from the Law Department of Transylvania University, Lexington, Ky., in 1853, and was admitted to the bar. Commenced practice in Georgetown, Missouri. Served as a presidential elector in 1860. Member of the Missouri State House of Representatives in 1860-61. Was Judge Advocate of the Confederate forces in Missouri in 1862. Served as Confederate Congressman, 1862-65, was appointed a Confederate Senator in 1865. Served as U.S. Senator, 1879-1903. Was Chairman of the Committee on Public Buildings and Grounds, served on the Committees on Epidemic Diseases; and Public Health and National Quarantine.
