Welcome and thanks for looking.  This is a very nice Barbara Isenberg Design 21"  Libearace Bear by North American Bear Co., VIB 1979.   It is in very good condition, but does show a little ware to his outfit.   He has a hang tag and a tag on the back of his neck.  He is wearing a light blue jumper suit  with slippers and socks.  I will be listing more bears and would be happy to combine shipping.
