This is "Cleo" the CAESARS teddy bear.  "Who is this cute teddy bear?  Why it's Cleo, of course!  Her big blue eyes, chubby little cheeks, and ear to ear grin bring a smile to everyone's face!".  She has black hair with a gold band, purple dress and brown sandles.  She has a gold and blue color and arm band.  She is 8 inches tall and in excellent condition.  She still has all her tags.  This would be a great toy or a souvenir of your time at Caesars.
