This is a set of 23 adventurer figures for Call of Cthulhu, Most of them come from the box set (see photo below) but includes a number of additional figures as well, including some cultists and other nefarious characters. I purchased all of these about 20 years ago, used some of them back in college, but they have been sitting on a bookshelf ever since. They are all in very good condition, and all of them are unpainted.
