DESCRIPTION: this is a new 5x7 on professional Fuji-Film paper, made at a photo business. It shows Daryl F. Gates, the 49th Chief of the Los Angeles Police Department, during a recruit graduation in 1982. Note Chief Gates' four-star collar insignia, ribbon bars under badge and Sam Browne belt. He is speaking to a recruit as Captain Tom Hays, comanding officer of the Training Division, looks on. Gates was born in 1926 and joined the Navy during World War II, serving in the Pacific. He became an LAPD officer in 1949 and was promoted several times; by the time of the Watts Riots in 1965 he was an inspector. He was made chief in 1978 and created the SWAT unit and DARE program; he retired in 1992. The chief then took part in designing comupter police games, appeared as a guest on talk shows and other ventures.
