An original Civil War document at the top it is dated March 20, 1862. Right below it says the Secretary Of War directs that on receipt of the order that John Stout be discharged of Company B 39th Regiment of Illinois Volunteers, "....by order of the President." At the bottom it is signed and says, "39th Regiment of Illinois Volunteers, Army of the Potomac. On the front panel there is a signed statement dated March 20, 1862 that says, "If General Wadsworth can expedite the discharge of young Stout it would be pleasing to the Presi=dent. Very Respectfully...."
I currently have another document listed that says this soldier is discharged by, "order of President Lincoln." (The document also says he was born in Springfield, Illinois, so it's possible this solider could have had some personal relationship to the President.)
The document has some tear marks and a mount mark near the top left and there is a split on the top fold around 3/4 of the way across.
