This is "Snow Children".  It is a Department 56, Heritage Village accessory, set of 3, and would be a nice addition to your village!   This wonderful treasure is from the personal collection of an individual who has moved into an assisted living environment.  It has received a lifetime of loving care in smoke free surroundings.         

This is Department 56 item number 59382, accessory from the Dickens' Village series.
