Early Prewar Japan Tin Sumo Toy. Rattle (?)

Appears to be very early - 1900 to 1920.
Made in Japan.
Probably intended as a baby's rattle. Has a few 'pebbles' inside.
There is a small factory hole on end of each arm, possibly for stringing on a baby's crib (?).
2.5" wide (6.4 cm), 2" tall (5.1 cm).
