This vintage item I think is a tape dispenser, am not real sure, has a sticker on side (this sticker has some damage to it) Express 1- 1/2 Better Packages Inc. Shelton Connecticut made in USA on bottom has PS 20A inside slide at bottom there is a little brush, and the inside part is rusting, is a castiron material, very heavy is 11-1/2" long  3-3/4" tall, nice heavy vintage piece to add to your collection
