Oscar Jimenez is an extremely talented penciller best known in the U.S. for his role in defining The Flash during Mark Waid's award winning tenure on the book, including the Dead Heat and Race Against Time! story arcs.  He has also pencilled JLA, Contest of Champions II, and Stormwatch.

This page shows The Flash in costume and also a very ominous The Shadow Thief in the last panel!  This issue, by Mark Waid, is part of the Underworld Unleashed DC-wide crossover event of 1995!
