Quality of Items:
Fiesta® dinnerware is pottery, it is not perfect, but it isn't meant to be either. 
Below is HLC's quality guidelines.

First Quality - Clay Dust - There is no way for HLC to elimate clay dust from their environment at the factory. It is common that ware will contain some "tiny bumps" under / in the glaze. Once fired, these are permanent. (Not considered defective on its own.)
Light/dark coverage of glaze & showing of the rings - This can happen when a piece of ware gets a lot, or a light coverage of colored glaze. You will notice some pieces where the Fiesta® lines are really sharp, and white, others where they are hardly visible. (Neither of these are considered defective.)
Color Matching - There is some variance to consistency between different batches of glaze. (Not considered defective.) Scratches - As sad as some of them may appear, do not constitute defective product. Out of round - Predominantly a problem with bowls. For an item to be slightly out of round is not unheard of. An item severely out of round is considered defective.
Second Quality - If a Fiesta® item is classified as a second, it is still considered new. It has never been used. Open sores - On the face of an item with no glaze coverage on a plate are not acceptable. Chunks - of debris (clay) on an item. Cracks - Occasionally you will see a piece where the glaze is fine, but there was a crack in the clay when it was soft "green" clay.
Pock Marks - Occasionally you will see pock-marks that look like someone took a pencil tip to the item when it was wet, creating a divot. On the backside of an item HLC tends to look past those. There is a grey area with these types of marks. If they are highly visible, on the front of the item and not covered in glaze, then the item is sadly defective. If it is covered in glaze, then it will probably not be considered defective.
