| Synopsis | Bullets fly when evil Islamic leader Sheik al-Jabar murders the best friend of navy Lieutenant Sean Woods. Woods, whose father was killed in a terrorist attack, has no patience for heartless assassins eager to cause trouble with Israel and the United States. From his station on an aircraft carrier off the Israeli coast, Sean writes a letter to his local congressman, asking if Article 1, Section 8, of the U.S. Constitution, which states that war can be declared on a single person if he/she threatens American interests abroad, could be applied to al-Jabar. Congress gives the go-ahead, but now Woods is faced with tracking down a man protected by Syria and Iran. More complications arise when Woods hears evidence that Israel may have used al-Jabar as bait to entice the U.S. to declare war on its enemies. Suddenly, a two-man fight has turned into an international battle that everyone knows can't be won.
