This is an Uncirculated Proof Presidential Dollar!  It is sealed in a plastic case and has the makers numbers.  Whitman Publishing LLC 

there is a smudge mark on the face but think it can be cleaned.  The mark is D it is 2007 and is the first presidential coin released.

There is no other info on it and I am unaware of its origin.
