However, another view comes out as Barrett and Collins examine the record, asking tough questions about whether Giuliani had staffed his key response agencies with political appointees who were woefully unprepared for a major event like 9/11. They review the city's preparedness for attack and find it lacking; and they single out in particular the failure of the firemen's radios--often cited as a contributing factor in the chaos and death that resulted from the terrorist attacks on New York.
