This is an old cast iron Hibbard, Spencer, Bartlett & Co. Food Chopper.  This company was located in Chicago, Patent May 17, 1904.  It is No. 70, O;V.8.  It attached to a table of counter top.  The crank runs the auger inside that chops the meat, etc.  It appears to be in VERY GOOD shape for its age.
