That is exactly how liners were shipped from the Westinghouse factory and came without head or neck bands. Steel helmet has some slight storage scuffs from stacking on top each other in the McCord crates. This does not detract, the original cork aggregate paint is in perfect condition. Slight stress crack to rear which does not detract. This is a museum quality helmet and you be extremely pleased with it as I was. Interesting that the chinstrap harware is the very early war sharp clasp and raised bar catch. No rust on helmet, interior of steel has a spot of oily residue that will clean up if desired.
