This book is written primarily for local officials with responsibilities in financial administration - managers, finance officers, budget officers, accountants, clerks - and those certified public accountants who perform annual audits for local governments.  This is the second edition of a book originally published in 1977.  It continues the organization and much of the material from the first edition and adds material that reflects changes since 1977 in the statutes and in accounting practices.  Also includes a new chapter that briefly discusses county budgeting and accounting with respect to community and technical colleges.
