Apparently, this tool has been used for centuries by chinese pottery makers. I found it at a chinese pottery making store. It will be good for dragon scales, but too big for mermaid tails. It has working heads on both ends - 2 different sizes - and makes scales 7/16" x 7/16" and 1/2" x 1/2".

Yes, I am working on getting and listing the same tool in smaller size - for mermaids, please stop by later.
