A reserve price is the minimum price the seller will accept. This price is hidden from bidders. To win, a bidder must have the highest bid and have met or exceeded the reserve price.
In reply to a several questions... yes, this is real, yes it is rare since it is obsolete coinage, no one knows how many are in circulation since in the early 90's all coins were recalled and melted down for scrap value and replaced with smaller coins valued at 1000 times the price of the coin they were replacing (devaluation).
