            While everyone knows you can’t fight City Hall, there are those who, for whatever reason, can’t resist the challenge. Dibley, Swaboda and Walter all happen to be patients of the same psychiatrist. They have, like most everyone, little problems.

Dibley for instance, merely tends to forget things...like the last line of a poem, or how to start his car – or how to make love.

            Swaboda’s little quirk is that he takes his mother everywhere he goes. That’s not too unusual, except no one can see Mom but Swaboda and at 6’3” and 250 pounds, who wants to argue?

            Walter has the minor eccentricity of suddenly turning into James Cagney or Bette Davis.

When on a joint visit to their psychiatrist Dibley’s car is wrecked by a pothole and the city refuse to pay damages, the three of them crusade against the city government.
