Halloween characters have been a favorite seasonal issue. Coming out only in the fall, they have undergone many changes.  In 1991, the fourth witch design (actually third re-design) came out in Yugoslavia. In 1993 Yugoslavia changed it's name to Slovenia. That helps to date these issues.  

The Green Face Witch is the longest running PEZ issue.  In 2002, they issued a Glow in the Dark version to accompany the regular version.  In 2003, Slovenia was the first to retool for the 5.9 patent, so the GITD witch has both a 4.9 and a 5.9 stem. In 2004 the Witch was completely redesigned.

This listing is for the 4.9 Slovenia GITD Witch (2002) - Mint in Bag.  With only one year of production, this is rather rare. The picture shows loose for clarity only. This item will come in an original unopened PEZ poly-bag.
