You are bidding on a unique "See the Action" bird house.   It is a plastic barn shaped bird house with perch and opening (the opening is where the eyeball is in the picture).  The back of the bird house is open allowing you to see in.  You are instructed to use either the installed adhesive strips or hooked suction cups (not included) to affix the bird house to your window - back side of the bird house facing to the interior of the house.

From the inside you affix a sheet of paper or material covering the opening of the birdhouse (not included).  The Birds will enter the house and nest without being disturbed by the activity inside the house because the paper/material you have installed on the inside obstructs their view.
You can lift the sheet of paper to take a peek at the activity inside of the birdhouse.
