Proposition 14 may be the most provocative political idea of the 1980's. In this work, Richard Cummings, a constitutional lawyer, argues that our democracy exist in name only, dominated as it is by special interest groups and powerful lobbies. Cummings offers a plan for restoring the ideals and principles of our democratic heritage by replacing our present system of representative democracy with direct democracy--the setting up of more autonomous communities through lawful secession. Proposition 14 takes Proposition 13 one step further, in allowing citizens to vote directly on such issues as defense, foreign aid, or the draft.
