It seems to us as though someone tried to gussy up this already unique wooden valet/jewel box with shell art in 1930's Tramp style--unfortunately, the shells are glued in with silicone ( with less than a handful missing from center standing trim) and isn't as haphazard and ornate as an original may have been.
However--it's still an unusual and well-made piece; the wooden box has a few scattered scratches but is overall in VG condition with nice patina and even finish, no splintering and great details like the crisscross/rickrack inset decoration on the top center standing decor and the drawer front; drawer pull appears to be copper and shaped like a cog--or old Victorian button.
The box has an Arts & Crafts feel, but there are no dovetails and the drawer has corner stapling; due to that and to the color of the interior felt ( a rusty-orange) we think the box may date to the Seventies.
Overall the box measures about 6 1/4" H x 12 1/2" L x 6 3/4" W; there are three rounded rectangular hollows on the top, one measuring 3" x 4 3/4" and the others 1 3/4" x 4 3/4" each, big enough for your keys or trinkets; the drawer interior has plenty of compartments,nooks and crannies for rings and other baubles.
Remnants of a large sticker remain underside with no identification; no other maker marks.
