ANTIQUE PUB BEER DISPENSER ?

I purchased this from a local flea market and thought this would be so cool in a bar or pub.  This is a Rare I think Dutch Beer or some kind of food Dispenser.  This is three pieces, the base with great old cast iron legs, the dispenser which is separated inside and has three cast iron taps and the lid.  This has a shabby patina and a separation on the lid which is pictured but truly a magnificent piece. The color is a nice deep read not bright like my flash shows, most like the pic in front of the fireplace.  This is a very heavy piece.

 There are graphics that read

SLA    BOTER    RAAP

on the sides of the cast iron taps it reads

 perfection 1/2, other then that I see no other markings.

If anyone has info on a piece like this I would appreciate your input.

This measures

footed base, 20'' long. x 12'' wide. x 12'' tall

middle section, 19'' wide x 10.5'' deep x 14.5'' tall add 6'' to the depth for the 3 taps.

the whole piece together is, 26'' tall x 21'' wide x 17'' deep.
