I was privileged to speak with the man who goes into Mexico and selects these pieces of ceramic pottery. He  maintains stores in El Mercado in downtown San Antonio, Texas that are filled with some of the highest quality merchandise that I have seen. He filled me in on the history of the pottery and I thought you might enjoy knowing how and where it originated.
Ceramic pottery from the Puebla area of Mexico is often referred to as Talavera pottery.  It actually originated  in Talavera de la Reina, Spain.
Talavera is a type of majolica earthenware ceramic.
The pottery is made by techniques used since the 16th century.  Production began in Puebla, Mexico in 1531.

Rules were established by the potter's guild  to ensure that Talavera  ceramics were uniform and had a distinctive style and excellence. They were:

1. Blue was used on the finest ceramic
2. Master potters had to sign or mark their work
3. Three types of earthenware were to be produced: fine, semi-fine, and daily use
4. Craftsmen had to pass yearly examinations to be considered master potters

I double checked his facts on the Internet from an article by May Herz named , "Art and Handicrafts Talavera Poblana"
