 This amounts to an argument that Kalamazoo County's governments should be better coordinated, probably by forming a Council of Governments.  It didn't really have the intended effect, but it's a reasonably well argued document.  The creators were a group of community leaders; the report was sponsored by the local Chamber of Commerce.  Doesn't look like there was a lot of government involvement, though the group was aware of the problems those governments were facing.

Magazine-sized publication in excellent condition.  Free shipping to United States addresses.
