The Tshokwe do not have a paramount chief. Instead they are divided into chiefdoms, led by a land chief the Mwana Ngana, which means: overseer or lord of the land. He is assisted by wise elders and ritual specialists. The Tshokwe were matrilineal with linages fragmented over a large area. Nevertheless all are traceable to clan ancestors. The chief has supreme authority, but the ruler, not the chief, is the absolute master. Chibinda Ilunga ( Tschibinda Ikunga), the legendary chief who founded the Lunda Empire by marrying the daughter of a military chief of this group, is according to the Tshokwe, the person from whom all their leaders descend, He revitalized the Lunda notion of royalty, and introduced the concept of " sacred kingship", and he transformed the matrilineal system to a patrilineal system.
