This is an unused WWII Non commisioned officer promotion certificate. The date on this is 1924 and I am sure they were used all the way up to and past WWII. If you hold it up to the light you can see the eagle watermark on the paper. This would be great to replace thtat lost or old worn certificate that your father or grandfather had.
