Vintage used Billy Royal Silver Horse Show Halter

I will guarantee it is the quality of the Billy Royal not sure why it is not marked but I bought it at Schneiders as a Billy Royal

Silver is marked with a triangle and some writing could be sterling overlaid not sure what the writing says.
