This belt will adjust to a maximum of 32 inches.  I think it is circa 1980, I haven't seen this type of fabric used for a long time.  It looks a little shinier in the picture because of the flash, it actually has a pretty greenish overcast to it.  It has definitely been worn, but not abused.
