Condition:  Wonderful Vintage!  Looks as if it was hardly worn - if that!   It does appear that the hem was turned up 3", as shown.  It was done professionally/neatly.  We also *think* that it is very possible to be able to let that 3 inches down successfully, with a good press by a steamer or dry cleaner - but best to ask someone in the know first.   No stains, etc - in Fantabulous Condition!
