You are looking at an Old Antique Vintage CAREWS Horse Clipper Tool still in good working condition.  I cannot make out all of the engraved writing by manufacturer as it has some wear, but I do see a number 12.  My aunt told me back in the old days this was used to clip the horses hooves.  This would make a nice decoration for a barn.   It measures 13" in length.  A great tool for any collector of vintage/antique tools.
