Has a number 4 on the bottom of the white inside piece that provides the spring with which to push it up...the spring is strong and in great working condition. Printed on one side above the FEET is;

It measures 4 1/2 inches tall and has NO CRACKS or BREAKS....WORKS GREAT!

I believe this is most likely VINTAGE but am not a collector.  I have included all the information I can find plus LARGE pictures.
