I believe this pattern is from the 1940s or 1950s - #2531, Girls Blouse & Petticoat pattern, size 7. “Soft gathers are released from the forward shoulder seam of the front-buttoning blouse. The petticoat, styled with a front opening, is stitched to the blouse at the natural waistline”. Envelope is split open on one side and bottom is torn. I can’t say for certain but is does appear that all the pieces are here. See my other vintage sewing patterns.
