The item is for 14 pens: B00F (1), L11, L12, FB21, FL25, FL17, L03, L04, L15 and L16 are fountain pens, B00R (1), RB22, RL26, RL18 are rollerball pens. These pens don't come with pen boxes!

The fountain pens all have converters, so you could use bottled ink. You need only screw the converters, then the ink will be filled. you could pull out the converters and use ink cartridges (international standard ones in 4mm).

The rollerball pens will come with refills (0.5mm), you could buy the refills everywhere.
