"Blue Chip III"
This is to certify the undersigned Marine Surveyor, did on May 21, 2008 visit a 1979 Cal 31 named "Blue Chip III" in order to inspect and report on the condition of the subject vessel where she lay afloat at Bohicket Marina, Johns Island, SC . The owner was not in attendance during the survey. Weather conditions date of survey were sunny and warm. The Hull Identification number (HIN) was not verified and paper traced from the transom because there was none. An inland trial run was not performed. An out-of the water inspection of underwater machinery and the exterior of the hull's wetted surface area was not performed .
There are ten (10) photographs included in this report showing vessel's condition this date. There are twenty six (26) written pages included in this report. This report is not to be considered a pre purchase survey.

The prospective purchasers are further advised to conduct a "walk through" inspection, inventory verification, and operational testing of the vessel and all equipment immediately prior to the conclusion of the purchase (similar to that done in other type
transactions). Time elapsed from the survey, vessel usage, and other post survey factors, (i.e. collisions, groundings, storms, lightning strikes, vandalism, etc.) post survey repairs, and prior to transfer of interest can alter conditions which existed at the time of the survey. New owners are also advised to contact the manufacturers of the boat, engine and other component equipment to register their ownership and to obtain up to date information concerning the boat/equipment and possible recall campaigns or other advisories.
Purpose of the inspection was to ascertain the physical condition and value of the vessel (condition and evaluation). AC and DC power was used to check operation of the systems specified in this report only. No reference or information should be construed to indicate any of the following:
Evaluation of the internal condition of the engines and the propulsion system's operating capacity.
Electronic equipment checked for power up only.
This yacht survey report is issued by the undersigned who has exercised reasonable care in conducting a visual inspection of the accessible areas in connection with a marine survey of the subject vessel. All details and particulars in this report are believed to be true, but are not guaranteed accurate. No part of this report is issued as an expressed or implied warranty of the condition of the vessel, of the value of the vessel, or of the cost of any repairs. Unless specifically stated otherwise in this report, the undersigned has not removed fasteners, has not removed fixed structures or equipment, and has not disassembled hull or machinery for inspection or testing; therefore this report does not cover latent defects not readily discovered without such removal or disassembly. No corings were taken from hull or deck to determine laminate or core condition. To ascertain true laminate or core condition requires destructive testing, not performed at this survey.. This vessel was surveyed without removals of any parts, including fittings, tacked carpet, screwed or nailed boards, anchors and chain, fixed partitions, instruments, clothing, spare parts and miscellaneous materials in the bilges and lockers, or other fixed or semi-fixed items. Locked compartments or otherwise inaccessible areas would also preclude inspection. Buyer/owner is advised to open up all such areas for further inspection. This survey report represents the condition of the vessel on the above dates, and is the unbiased opinion of the undersigned.
Parties requesting this report should ask owners or agents to make full disclosure of any past claims insured or otherwise. Full disclosure should be made for any previous hard groundings, floodings, lightning strikes or any other event that could have future bearing on the safe sea keeping ability.
The voluntary standards and recommended practices developed by the American Boat and Yacht Council (ABYC) and the National Fire Protection Association (NFPA) and (CFR) Code of Federal Regulations 33 have been used as guidelines in the conduct of this survey.
The use of the word "appears" is intended to indicate that a close or complete inspection was not possible or it was not deemed appropriate at the time of this survey. The deficiencies reported herein reflect the conditions observed at the time the survey was conducted.

DECK:
The deck has coring in flat sections for rigidity. The hull to deck attachment is a shoe box arrangement with bedding compound and mechanical fasteners on random and even centers with plastic rub strip over.
STRUCTURAL MEMBERS:
This vessel is fitted with a segmented glass reinforced plastic pan liner bedded and adhesively bonded to hull skin for additional stiffening and furniture fronts and attachments.
Hull stiffness is provided by glass reinforced plastic longitudinal and transverse stringers. Complete inspection not possible due to limited access. Appear serviceable where observed.
Bulkheads are partial ply and transverse and bonded to hull skin and liner at stress points and compartment intersections. They appear serviceable where sighted.
Strength is provided by random full and partial bulkheads, fiberglass encapsulated transverse and longitudinal stringers and various cabinets and joiner work. No permanent structure was removed in order to assess the condition of the vessel. Where inspection was possible no apparent signs of structural deterioration were noted. Further assessing the condition would require invasive testing.
FASTENINGS:
Structural members are fastened to the hull with fiberglass material and plastic resin. Where inspection was possible without removing joiner work or coverings, all attachments were found to be secure with no evidence of secondary bonding failures.
HARDWARE ATTACHMENT:
Where inspection was possible hardware was found to be attached with stainless steel nuts, bolts and washers. Fastenings appear to be generally secure. No fasteners were removed in order to facilitate the evaluation of their condition.

Note: None of the hatches were checked for leaks with a hose or other apparatus. They were only checked fir opening and closure and ease of operation and proper dogging.
Anchor and chain / rode locker is deck recessed and accessible through a dogged deck hatch with overboard drain.
This vessel has a raked and flared bow, tapered sheer, rounded transom with round chines.
EXTERIOR HULL, DECK and SUPERSTRUCTURE
The exterior hull shows white gelcoat with blue boot top and blue/blue sheer stripes. There are minor dings and nicks to freeboard surfaces (all considered cosmetic as able to view floating).
Deck construction is molded glass reinforced plastic. The deck traffic areas have molded in gras weave non-skid and there is sufficient drainage for inclement weather.

There is a low molded glass reinforced plastic toe railing surrounding the deck with plastic lower rub strip.
The cockpit combings are sufficiently high with adequate foot well depth and drainage for all but severe sea conditions.
DECK FITTINGS:
The deck of this vessel is surrounded with a life line system consisting of double course stainless steel bow and stern railings with intersecting double course vinyl covered stainless steel life lines with gates port and starboard and through stern rail. Grab railings are sufficient on coach house sides of round coach whipped railing.
Ventilation is provided by companionway, portlights, hatches, and dorades in the topsides and deck.
There were no unusual crew exposures not normal to this type of craft noted to deck areas on the date of this survey.
GENERAL INTERIOR (LAYOUT, FINISH and STRUCTURE)
Forward most is a deck recessed anchor/rode locker with hatch.
For ward cabin: Next aft is a vee berth with fiddled overhead open bin storage. Next aft is a large vee berth with waste tank forward, open bin drop storage aft with aft berth filler. Centerline overhead forward is an aluminum framed Bomar escape hatch with screw dogs and lift arms. Starboard and aft is a fiddled shelf with hanging locker below. Next aft and through a bi-fold door is the saloon/galley.
Head: Port and forward is an enclosed head featuring a piston toilet Y valved to waste tank or direct discharge with a deck plate. Head has a round stainless steel lavatory with potable faucet. There is a telephone shower control and wand. Athwartship of head is a large hanging locker converted to storage shelves.
Saloon: Port and starboard are settee/berths with diesel tank and batteries to port and water tank and battery to starboard below. Above settee are open bin storage lockers. Port and forward is a bulkhead mounted hinged dining table.

INTERIOR (LAYOUT, FINISH and STRUCTURE) continued
Galley: Port and aft is an L shaped galley. Forward is a two burner alcohol cook stove. Aft is a rectangular stainless steel galley sink with potable gooseneck faucet. Starboard and aft is a top loading ice box doubling as a chart table.
There is ample storage for food stuffs and cutlery in door, drawer and bin stowage. This galley was found safely arranged for sea on the date of this survey.
The vertical surfaces on this vessel are glass reinforced plastic pan with solid wood trim. The ceilings are carpeted and slated wood. The overhead is glass reinforced plastic pan and vinyl sheathed. The cabin soles are glass reinforced plastic pan with one drop for bilge inspection, and maintenance of bilge equipment. Counter tops are sheathed in plastic laminate.
There is adequate lighting throughout this vessel, natural and via 12 Volt DC fixtures. There is adequate ventilation throughout via portlights, overhead hatches, companionway, dorades and 110 Volt AC Systems). All ladders and railings were found safely arranged and no unusual exposures were noted on the date of this survey not normal to this type craft.

The actual condition of the fuel tank cannot be completely determined as their internal condition cannot be determined without destructive testing. Ultrasonic thickness gauging would not be effective because that process would not find pits in the plate or faults in welds.

Hoses and clamps were of PVC pipe and reinforced plastic tubing at various areas throughout this vessel. All appear serviceable where sighted.
The tank was not filled to capacity nor was it pressure tested during this inspection. Therefore, any leaking or other undesirable conditions that my occur when the tank was full may not have been apparent at the time of inspection.

Controls are mechanical lever/cable type, at pedestal helm station. They operated well this date.
Exhaust is wet injected and led through a stainless steel silencer accumulator which exits stern.
Exhaust systems and injection elbow should be serviced as per manufacturers recommendations and failure to comply with manufacturers suggested periodical maintenance procedures result in catastrophic failures. Read and comply with manufacturers recommended hourly service procedures.
Ventilation is natural through bilges and blower system ducked to above deck areas. Instrumentation is full and consists of tachometer, oil pressure, temperature, and charge rate and full function alarm system (low oil, high temperature, no flow, charge fail.
Engine operated well with respect to start up and shifting and increase of RPM's.

Extent of Inspection: This was not a complete inspection of the engine. The internal condition of the engine could not be determined. They only way to properly inspect the engine is to retain the services of a mechanic who is familiar with the brand of engine to conduct a complete mechanical survey ofthe engine. It is recommended that such a mechanic inspect this engine.

There is a constavolt charger for shore side battery maintenance. There is an engine hung belt driven alternator for offshore charging.

All plumbing runs are copper, rubber, wire bound rubber, vinyl and reinforced vinyl. All connections were flared, compression ring, and stainless steel flat screw hose clamps. All plumbing runs as able to view were well supported and led clear of open machinery or chafe points.

NOTE: As usual, the salt water distribution system on this vessel has many components which are inter dependent one upon the other. Most sinkings or partial floodings are due to either hose or fitting failure. It is always prudent to inspect all salt water distribution systems at least annually for fitting wastage, hose deterioration or chafe to prevent loss by water ingress. Take down and lubricate all stop cocks at least every other haul and inspect for wastage. Also it is recommended to double hose clamp all raw water connections where possible.

ELECTRICAL SYSTEMS
AC SYSTEM:
There is a 30 amp 125 Volt AC boat plug fed by a three wire earth grounded umbilical cord feeding a marine switch panel with single pole main switch
Wire type, size and rating appears well routed and supported, serviceable for intended use as able to view.
There are various outlets available throughout yacht, appear adequate and conveniently located. Tested negative for proper polarity.
Main breaker: located in the main electrical panel starboard aft saloon.
Branch breakers: individually (4) branch breakers. Circuit load monitors: Polarity Light, Power on light Connections: Crimp
DC SYSTEM:
Voltage is provided by a lead acid battery powered 12 Volt DC System.
Batteries total number are one (1) 27 Series flooded below starboard settee, boxed and strap tied and two (2) 27 Series flooded below port settee, not boxed. They are led through a rotary isolation switch which feeds a panel board.
Main battery switch is located at DC Panelboard and is rotary type.
The Panelboard contains over current protection utilizing circuit breakers located starboard aft saloon. Access was adequate and it appeared serviceable. Type connectors-none sighted. Routing/support appeared well and secured where sighted with exception noted. DC Panelboard has sixteen (16) branch breakers, and volt meter. There is a Est Marine combiner 50.
Charging system consists of alternator on main engine. Appeared serviceable. There was a 20amp Flyback 20-3 battery charger for shore side charging.
All wiring is marine flex and good as able to view without removals. It is led clear of open machinery and chafe points as able to view without removals.

It has been our experience that stainless steel chain plates and their attachment bolts over ten years old have a high failure rate especially if the vessel has been used to race or operated primarily in southern waters where salinity levels are high. Stainless steel is affected by many factors; cycle loading, crevice corrosion, oxygen deprivation, carbide precipitation etc. The prudent mariner will perform a random chain plate pull and thorough inspection when these components get in the eight to ten year range and replace if deemed necessary. This includes stainless steel stem irons. We suggest replacement after fifteen years as standard procedure. One of the common failure points is where inboard chain plates penetrate deck and coring where seeping water accelerates the normal wastage of these highly stressed components and their attachments. Only removal and X ray or dye testing will reveal the true condition and this was not done this date.

Aloft Inspection: Below deck and aloft inspection revealed no deficiencies with inspection of a 10 x magnification devise to swages, welds, tangs and attachments.
All running rigging is mildewed braid of adequate size. All blocks and tackle are sufficient for all but severe loading.
NOTE: Sailboat rigging requires a minimal hi-annual inspection to all components to prevent failure. There is usually an average of eight components or multiples there of composing each stay. A failure to any of these interdependent fittings can cause severe results. It is advisable to inspect these fittings with a magnification devise to detect defects unseen by the naked eye and refit if necessary. The old adage of an ounce of prevention is worth a pound of cure is an admonition of choice here. The stresses and cycle loading on all components is severe to the extreme on sailing vessel's and a cautious mariner will spend time aloft to prevent costly failures.

This surveyor is in no way responsible for the condition of the sails, as sails are not closely inspected during this type of survey. The only proper way to inspect sails is to lay them out on a loft floor for a complete check by a sailmaker. It is strongly recommended that this be done in order to determine the condition of the sails.

There is a pedestal mounted stainless steel destroyer coach whipped helm driving a chain to cable to turning sheave to quadrant to rudder post through glass reinforced plastic stand pipe with upper bearing with drop on aluminum and wood emergency tiller.

REMARKS THAT APPLY TO MAINTENANCE
The following suggestions are offered to enhance value, utility and safety. However, as opposed to items of recommendations, remarks do not require immediate attention for considerations of insurance risk status. Observations note current condition and also do not require immediate attention.
Due to survey time constraints the specific gravity of flooded batteries was not checked. The batteries were not load tested. It is suggested to top off flooded batteries, charge for 24 hours, check specific gravity and load test to ascertain the true condition prior to voyaging.
Most of the running rigging needs replacement.
Secure loose AC/DC circuitry below starboard galley counter.
VHF operation is questionable. Prove operational.
Tighten alternator belt as maintenance improvement.

REMARKS THAT APPLY TO UPGRADES These are not mandatory but considered a better standard for safety
It is suggested to install a high water loud audible bilge alarm as a risk reduction while vessel is unattended. It has been our experience over the years that one of the best equipment betterments for any vessel is the high water bilge alarm. This one simple device can prevent if properly installed untold costs associated with floodings or sinkings.
NFPA 302 12.2 Carbon Monoxide Detection: Carbon monoxide detections shall be provided in accordance with ABYC A-24, Carbon Monoxide Detection Systems. 12.3 Smoke Detection: All vessels 26 feet or more in length with accommodation spaces intended for sleeping shall be equipped with a single station smoke alarm that is listed to UL217 for recreational vehicles and is installed and maintained according to the device manufacturers' instructions.
It is recommended that a Galvanic Isolator Monitor be installed as per American Boat & Yacht Council A 28.13.1 and 28.13.2; "The Galvanic Isolator shall be equipped with an integral operational status monitoring and alarm system that provides an audible or visible indication of the following condition; shorted or open condition if any diode failure to block galvanic current at 1.1 volts DC." "The status indicating device for the galvanic isolator shall be mounted in a location readily apparent to the vessel operator."
OBSERVATIONS
1. Current book published by U.S. Department of Transportation U.S.C.G Navigation Rules, International - Inland called COLREGS was not located aboard this vessel. Suggest a copy be purchased and permanently carried aboard this vessel. It can be purchased by contacting Superintendent of Documents, U.S. Government Printing Office, P.O. Box 371954, Pittsburgh, PA 15250-7954.

Stainless steel exhaust silencer accumulator has weld decay forward end. Suggest refit with Vetus prior to failure.
