I purchased a crate full of boating supplies from an estate and this antenna was in the bottom of the box.  It's a Shakespeare model 5241-r and includes the rail mount and 15' of cable.  I tested this antena on the VHF in my boat and it transmits and recives fine.  The antenna and rail mount list for over $70 new.
