This vintage cast iron vehicle driver is probably Hubley. He is 2-1/4" tall, 1-1/2" wide, and 2" deep.

He is holding a steering wheel and has a gear shift on his right foot.

It looks like his body was painted blue, his hat was silver, and his face is pink.  All but the face paint is gone.
