All handheld game machine is region-free (for games only, if the contents involved music or movie like as PSP's UMD, it is still region-locked because of the copyrights of the publishers) so you can use it to play the games from anywhere. It make sense since you can take the machine to play anywhere in the world.

The main difference of the machine between different region is the power supply unit only, its input voltage and the type and shape of the power plug. Also, the language of the menu both in the book and in the game machine also may have difference between different region.
