These are original Treasury Department Prescription for Kentucky Whiskey. 

These are from Covington Ky, just across from Cincinnati. As most prohibition scholars know, Covington was a hotbed for organized crime from the 20's till ??

The top one is on "money paper" and watermaked,"prohibition" this is way cool and was changed because they were bleached and used for counterfitting money.

The second one is a later "duplicate" that replaced the "money paper" first runs because of the counterfitting problem.
